Mayor Robert J. Van Campen has appointed Norilyz Valentin as Director of Information Technology (IT) for the City of Everett.
Valentin brings more than a decade of experience in information technology across municipal government, state government, and the private sector. Throughout her career, she has led technology modernization efforts, strengthened cybersecurity, improved operational efficiency, and implemented innovative solutions that support reliable public services.
“Modernizing City Hall has been one of my top priorities since taking office,” said Mayor Van Robert J. Campen. “Technology should make government more efficient, more secure, and easier for residents to access. Unfortunately, the City’s technology infrastructure is not where it needs to be, and that’s something we’re committed to changing. I’m confident that Norilyz has the experience and leadership to help us build a technology foundation that will serve Everett for years to come.”

Valentin most recently served as Assistant Director of Information Technology for Monitoring and Observability for the Commonwealth of Massachusetts, where she led a team of engineers responsible for statewide monitoring operations. She previously served in leadership roles with the City of Chelsea, overseeing technology operations for City Hall, public safety departments, and 911 services while leading projects to improve transparency, resident services, and internal operations.
Interim Director of IT Neal Ellis said the need for investment became clear almost immediately after he began evaluating the City’s technology infrastructure.
“When I started working here, I had a plan. I expected to identify opportunities for improvement and build on what was already there,” said Ellis. “But once I started peeling back the layers, I realized the City’s technology environment was much further behind than I thought. I’ve walked into organizations that needed a lot of work before, but the scope here surprised me. Many of the systems we’re using today are 15 to 20 years behind current standards. The staff has done an incredible job keeping things running with the tools they have, but it’s time to give them the technology they need to do their jobs.”
As Director of IT, Valentin will oversee Everett’s technology strategy, information technology infrastructure, cybersecurity, and digital innovation, while ensuring technology investments support the City’s operational goals and improve services for residents and employees.
